Si en las apropiaciones para los gastos mensuales hubiere deficiencias por falta de fondos, o se presentare un déficit de tesorería, la prelación será la siguiente:

1° Justicia y cárceles.

2° Administración Pública.

3° Educación, Higiene, Beneficencia, y Asistencia Pública, y auxilios para éstas.

4° Obras Públicas.

5° Servicio de deuda interna.

6° Servicio de deuda externa (incluida en el Presupuesto).

7° Demás auxilios.
