Son sujetos de la formación integral juvenil, las entidades del sistema educativo que preparen programas en este sentido, las entidades públicas, privadas y organismos no gubernamentales, que desarrollen actividades formativas y recreativas que abarquen la educación no formal, informal y extraescolar; los padres y madres de familia que, de una u otra forma se vinculen a las mencionadas actividades; los propios jóvenes, y los medios de comunicación.
