Art. 2.° Sobre las bases aprobadas por el presente decreto, pude el Poder Ejecutivo celebrar el contrato a que ellos se refieren. El contrato que se celebre se llevará a cabo i tendrá cumplidos efectos para ambas partes contratantes, sin necesidad de posterior aprobacion del Congreso.
