En el Presupuesto Nacional de cada vigencia se incluirá la suma de cien mil pesos ($ 100,000) para ayudar a los Departamentos en la construcción, terminación y reparación de los colegios de enseñanza secundaria y profesional.

Esta suma será distribuida por el Ministerio de Instrucción Pública equitativamente y mediante solicitud hecha por los Gobernadores, quienes acompañarán a ella el plano del colegio que se va a construir o terminar, el presupuesto de la obra y demás requisitos que exija el Ministerio.
