Artículo primero. La exención de fletes en las empresas nacionales, para el transporte, dentro del país, de los materiales, maquinarias y demás elementos que se introduzcan del Exterior para la construcción de las obras de pavimentación de Pasto y menores de la misma ciudad, será solicitada con la debida oportunidad, por la entidad que ejecute la obra por conducto del Ministerio de Obras Públicas.
