El Ministerio de Educación Nacional a través del Instituto Colombiano de Cultura, Colcultura, tendrá a su cargo la aplicación y vigilancia de esta Ley con la asesoría del Consejo Nacional del Libro y la Cámara Colombiana del Libro. Para tal efecto el Gobierno Nacional reglamentará lo relativo a la integración y funciones del Consejo Nacional del Libro.

Así mismo, para todos los efectos, el Ministerio de Educación Nacional a través del Instituto Colombiano de Cultura, Colcultura determinará mediante normas de carácter general cuándo los libros revistas, folletos, coleccionables seriados o publicaciones son de carácter científico o cultural.
