Como factor de desarrollo y de estímulo a la juventud y como expresión de solidaridad en objetivos comunes, espirituales y deportivos, créanse los Juegos del Litoral Pacífico, en los cuales intervendrán todos los Municipios de los Departamentos y/o secciones administrativas que conformen geográficamente el Litoral del Pacífico.
