El Gobierno Nacional queda facultado para celebrar contratos con personas naturales y jurídicas, nacionales y extranjeras, para que le presten los servicios necesarios para el ejercicio de las autorizaciones y facultades extraordinarias que se le conceden por la presente Ley y para la operación de los instrumentos de que trata el numeral 2 del artículo 5º.
