Cuando sea necesario proveer un empleo por vacancia o creación y no fuere posible hacerlo por ascenso, deberá designarse a una de las personas que se encuentren entre los cinco primeros puestos de la lista de elegibles, formada por concurso abierto. Hecho uno o varios nombramientos, el grupo se reintegrará con los nombres de la lista general que sigan en orden descendente.
