ARTICULO 2o. Objetivos. - El Instituto Nacional de Salud es la autoridad técnica en relación con las siguientes materias

Ejecución, promoción, orientación y coordinación de la investigación científica en salud y en biomedicina;

Desarrollo, aplicación y transferencia científica y tecnológica en las áreas de su competencia; 3 Prestación del servicio de Laboratorio de Referencia Nacional en las áreas de su competencia.
