Los centros de procesamiento de plasma y suero sólo podrán establecerse atendiendo a una política del Gobierno Nacional sobre su necesidad. Requerirán para su funcionamiento licencia sanitaria expedida por el Ministerio de Salud y sus productos deberán someterse a las disposiciones legales sobre registro y control por parte del mismo Ministerio.
