Determinación preliminar. Dentro de un plazo de cinco (5) meses, contados a partir de la fecha de apertura de la investigación, el Incomex deberá mediante resolución motivada, pronunciarse respecto de las decisiones preliminares de la investigación y, si es del caso, podrá ordenar el establecimiento de los derechos provisionales a los que se refiere el artículo 16 del presente Decreto.
