Artículo quinto. El Instituto Colombiano de Energía Eléctrica (ICEL), previo los estudios de factibilidad y de costos, realizará los trabajos que sean necesarios para ocultar las redes de conducción del fluido eléctrico instaladas en el centro amurallado de la ciudad de Cartagena, o sector colonial de la misma.
