La presente ley tiene por objeto establecer el Régimen Forestal Nacional, conformado por un conjunto coherente de normas legales y coordinaciones institucionales, con el fin de promover el desarrollo sostenible del sector forestal colombiano en el marco del Plan Nacional de Desarrollo Forestal. A tal efecto, la ley establece la organización administrativa necesaria del Estado y regula las actividades relacionadas con los bosques naturales y las plantaciones forestales.
