Modifícanse los artículos 2 del Decreto 1060 de 1983 y 4 del Decreto 2813 de 1990, los cuales quedarán así: "Los gastos que demande el funcionamiento de las comisiones y el apoyo al desarrollo de la programación aprobada se harán con cargo al presupuesto del Ministerio de Educación Nacional y/o el Departamento Administrativo de la Presidencia de la República, y con donaciones o aportes recibidos de personas jurídicas o naturales, nacionales o extranjeras".
