Los contratos que celebre la entidad se regirán por las normas del derecho privado. Se exceptúa de lo anterior, los contratos de obras públicas, de empréstitos y de concesión de espacios de televisión señalados en el Decreto 222 de 1983; estos últimos en cuanto no se contraríe lo dispuesto en la presente Ley.
