Cuando se requiera exceder la anualidad se deberá obtener autorización para asumir compromisos que afecten vigencias futuras, aún en el evento de que cuenten con apropiación suficiente durante la vigencia fiscal en curso. Se exceptúan de esta disposición los contratos de seguros.
