Artículo tercero. Quienes autoricen con su firma balances y estados de cuentas de cualquier clase de sociedades cuyas acciones, bonos o cédulas se negocien en el mercado público de valores, deben tener la calidad de Contadores Públicos y estar inscritos como tales ante la Junta Central de Contadores.

Parágrafo

Las entidades a quienes corresponda la vigilancia de las sociedades, deberán ejercer sobre ellas el control respectivo para el estricto cumplimiento de estos requisitos.
