º Cuando se reúnan las condiciones señaladas en el artículo 2º de este Decreto, los deudores por concepto de importación de materias primas incluídas en la lista del mercado intermedio, tendrán derecho a que, al utilizar certificados de cambio para cubrir sus obligaciones provenientes del indicado concepto, el Banco de la República les entregue a nombre del Estado la cantidad de $ 4.50 por cada dólar de los Estados Unidos de América, en documentos de deuda pública del 8% anual y de amortización gradual en diez (10) años.
