Al reunirse el Congreso en cada año, el Ministerio de Gobierno pasará al Senado las solicitudes con los documentos y demás pruebas de los Gobernadores, Intendentes o Comisarios respectivos, con una exposición que contenga el concepto que haya formado el Ministerio acerca de los puntos materia de la disputa.
