El Gobierno Nacional adoptará las medidas necesarias para adecuar el tamaño y calidades de nómina que requerirá la Unidad Nacional de Tierras Rurales, para efectuar las funciones aquí asignadas, para ello podrá emplear a aquellos funcionarios del Incoder cuyas labores sean imprescindibles para los fines del servicio de la Unidad.
