La reestructuración de la Caja Nacional de Previsión Social, se orientará de acuerdo con los siguientes principios y reglas generales; deberá financiarse totalmente con recursos propios; funcionará de manera desconcentrada y eficiente; se ajustará a los desarrollos administrativos y técnicos de la administración pública, para lo cual podrá apoyarse en servicios prestados por particulares.
