Art. 4.° Las estampillas que necesiten los Departamentos para su servicio de correos serán compradas en las oficinas de expendio de la Nación, como lo establecen los Decretos y disposiciones sobre Timbre postal.

Parágrafo

En consecuencia, toda contribución que se cobre en los Departamentos por medio de estampillas, no se seguirá cobrando por su cuenta desde que principie á regir el presente Decreto.
