Antes de remitir las diligencias al Ministerio, el Ingeniero las pondrá en conocimiento del Gobernador del Cauca, quien hará las objeciones u observaciones pertinentes si no estimare regular el plano ó exacta la mensura; y si el Ingeniero las juzgare fundadas, practicará las correcciones del caso. El Gobernador podrá elevar al Ministerio las objeciones u observaciones desechadas por el Ingeniero.
