El Gobierno Nacional podrá en todo tiempo crear, fusionar o suprimir las Altas Consejerías, las Consejerías, los Programas Presidenciales, al igual que los cargos de Ministro Consejero de la Presidencia de la República, Alto Comisionado, Altos Consejeros del Presidente, Consejeros del Presidente, Directores de Programas Presidenciales, así como asignarles sus funciones.
