El requisito del certificado de reserva que debe expedir el Contralor General de la República, de acuerdo con lo dispuesto en el artículo 9° del Decreto-ley 911 de 1932, sólo se exigirá en la celebración de contratos o de compromisos que impliquen erogación del Tesoro Nacional cuya cuantía exceda de cinco mil pesos ($ 5.000.00).
