Art. 24. Los particulares, entidades ó Corporaciones que dirijan al Ministerio de Hacienda memoriales ó representaciones, citarán con claridad y precisión la disposición legal en que funden su derecho, expresando ó citando el artículo de la ley ó decreto que los favorezca, ó la resolución administrativa que crean aplicable. Sin esta formalidad no se podrá dar curso á dichas peticiones, las cuales se devolverán para que se subsane por los interesados tal informalidad.
