Artículo Segundo. El artículo 3º del Decreto 1344 de 1970 quedará así: Son autoridades de tránsito: 1º El Ministro de Obras Públicas. 2º El Consejo Superior de Tránsito. 3º Las Secretarías, Departamentos o Direcciones de Tránsito de carácter departamental, distrital, intendencial y comisarial. 4º Los Alcaldes Municipales e Inspectores de Policía. 5º Las Secretarias, Departamentos e Inspecciones Municipales de Tránsito. 6º La Policía Nacional en sus cuerpos especializados de Policía Vial y Policía Urbana de Tránsito. Las Direcciones Departamentales de Tránsito tendrá su sede en la capital del Departamento o en la ciudad que indique el respectivo Gobernador.
