Art. 5.° Cuando el buen servicio público lo exija, podrá el Poder Ejecutivo alterar el efectivo de cada capítulo de personal, con tal que no exceda el gasto al crédito que resulte en la liquidacion de cada capítulo, i con tal de que por la alteracion que se efectúe no se aumenten los sueldos fijados por las leyes.
