Artículo tercero. Los auxilios para las Escuelas de Alfabetización ubicadas en los Territorios Escolares, serán enviados a los respectivos Prefectos o Vicarios Apostólicos; los correspondientes a los maestros de las Escuelas Parroquiales, serán enviados a los Párrocos de la correspondiente localidad, previo certificado de funcionamiento del plantel expedido por la primera autoridad del lugar.
