ARTICULO 3.1.6.2.13 . - FONDO DEL SEGURO OBLIGATORIO DE ACCIDENTES DE TRANSITO "FONSAT". Créase el Fondo del Seguro Obligatorio de Accidentes de Tránsito "Fonsat" como una cuenta especial de la Nación, con independencia patrimonial, administrativa contable y estadística, con fines de interés público, para el pago de siniestros ocasionados por vehículos no identificados o no asegurados y como instrumento de apoyo para la Red de Atención de Urgencias del Sistema Nacional de Salud. El fondo será administrado por una entidad pública vigilada por la Superintendencia Bancaria cuyo régimen legal le permita desarrollar sistemas de administración fiduciaria, la cual para todos los efectos legales será la representante de dicha cuenta. Para tal efecto, el Gobierno Nacional celebrará el contrato de carácter interadministrativo respectivo, para cuyo perfeccionamiento bastará su suscripción y la publicación en el Diario Oficial.
