Revístase al señor Presidente de la República de facultades extraordinarias, por el término de tres años, a partir de la sanción de la presente Ley, para dar cumplimiento a lo dispuesto en la misma. En virtud de estas facultades el Gobierno Nacional efectuará las operaciones presupuestales correspondientes, obtendrá empréstitos, si fuere necesario, y celebrará los contratos a que haya lugar.
