Además, si el contrato es de aquellos que están sujetos a la aprobación legislativa conforme a la Constitución, se debe incluir necesariamente una cláusula en que esto se haga constar, y el Ministro respectivo debe en seguida pasarlo al Congreso, si éste se halla reunido, o presentarlo a aquel dentro de los primeros cinco días de las sesiones subsiguientes, para su consideración.
