ARTICULO 89. Conforme a lo dispuesto en el artículo 86 de la Ley 38 de 1989, cuando sea indispensable proveer vacantes de personal, se requerirá de la existencia de apropiación presupuestal suficiente hasta el 31 de diciembre, certificada por el respectivo Jefe de Presupuesto o quien haga sus veces.
