En caso de naufragio en aguas territoriales o de naufragio aéreo dentro del territorio de la República, el Administrador de Aduana dentro de cuya jurisdicción ocurra el accidente, prestará toda la ayuda posible para la salvación de los tripulantes, pasajeros y carga y tomará en su poder toda la mercancía que se logre salvar, la cual se inventariará en debida forma.
