El Gobierno Nacional incluirá dentro del plan de edificios nacionales de primera importancia la construcción de dos edificios para Cárceles de hombres y mujeres respectivamente, en la ciudad de Santa Rosa de Viterbo (Boyacá), y procederá a ejecutar la obra y dotarla de los servicios complementarios correspondientes.
