Art. 3.° No podrá ser nombrado Magistrado ni auxiliar de la Corte de Cuentas ninguno de los miembros del Congreso que hayan concurrido, como Senadores ó Representantes, á todas ó á algunas de las sesiones en que haya de hacerse la elección.
