Todas las mercancías extranjeras pueden ser importadas a la República por nacionales o extranjeros sin distinción alguna por razón de la bandera del buque en que se haga la importación, de su procedencia o del origen de las mercancías.

Parágrafo

Se exceptúan las mercancías que conforme a la Tarifa de Aduanas sean de prohibida importación y aquéllas a que por leyes especiales se extienda la prohibición.
