La Red de Solidaridad Social destinará los recursos que requieran las entidades territoriales para el adecuado cumplimiento de la disposición contenida en el inciso segundo del artículo inmediatamente anterior. Para efectos del cumplimiento del presente artículo, la Red de Solidaridad Social podrá celebrar los contratos que se requieran, los cuales se someterán al derecho privado.
