Art. 2° El individuo ó compañía que goce de esta subvención tiene estas obligaciones: dará pasaje gratis á los empleados nacionales y departamentales que viajen por el rio en asuntos del servicio; á los correos y postas del Gobierno, valijas y equipajes de estos, y conducirá las tropas del Gobierno, sales del mismo, etc., por la tercera parte del flete que pagan los particulares.
