º Autorizar a la Empresa Nacional de Telecomunicaciones - Telecom - para suscribir y formalizar Convenios de Asociación con personas jurídicas nacionales o extranjeras, con el objeto de desarrollar conjuntamente y a riesgo compartido proyectos de Telecomunicaciones, conservando Telecom la titularidad del servicio y sin que tales contratos generen una nueva persona jurídica.
