El Consejo podrá invertir en adiciones y mejoras de cada ferrocarril, y en complementar y mejorar el servicio de transportes, hasta un diez por ciento (10 por 100) del producto bruto del respectivo ferrocarril. Para adiciones y mejoras más valiosas, necesitará la autorización del Gobierno, previo, dictamen favorable del Consejo Nacional de Vías de Comunicación.
