El Gobierno Intendencial procederá, por medio de Decreto que someterá a la aprobación del Gobierno Nacional, a crear un Fondo Rotatorio Intendencial para licores, y vinos, y a reglamentar su funcionamiento.

El objeto del Fondo será el ejercicio, con criterio comercial, del monopolio de licores y vinos que tiene establecida la Intendencia. Asimismo, la administración de la fábrica de, licores.

El capital del Fondo se constituirá con el valor, a precio de costo, de las existencias de licores, y vinos que la Intendencia posea el 1° de abril, del año en curso en depósitos y colecturías,
