en los presupuestos venideros se incluirán las partidas necesarias, para la construcción el edificio en que debe funcionar este instituto, para su dotación y sostenimiento, y para la construcción de otro edificio para oficinas públicas nacionales. Queda autorizado el gobierno nacional para tomar las medidas fiscales convenientes, para el cabal cumplimiento de la presente ley.
