Los créditos adicionales destinados a pagar gastos ocasionados por calamidades públicas, serán abiertos conforme a las normas generales previstas; pero si no hubiere recursos, para obtenerlos podrá contracreditarse o aplazarse el uso de apropiaciones, aún indispensables. El Gobierno deberá reponer estos contracréditos, cuando se trate de apropiaciones de carácter regional, si dentro de la vigencia obtiene recursos suficientes.
