º. El funcionario o entidad que goce de franquicia solo la conservará el territorio de su jurisdicción, y el radio de las atribuciones que ejerza; pero las altas autoridades eclesiásticas a quienes se concede franquicia en este Decreto, podrán usar de ella en todo el territorio de la República.
