El Procurador General de la Nación, como responsable de la administración y vigilancia de la Carrera Administrativa, formulará y adoptará los planes y programas relativos a la elección del mejor empleado, ascensos, estímulos, distinciones y capacitación teniendo en cuenta los resultados de la calificación de servicios, y observando el procedimiento que establezca el Gobierno Nacional mediante Decreto Reglamentario.
