Art. 10. En caso de que el Resguardo nacional que hace actualmente el servicio en los puertos del Istmo, no fuere suficiente para celar debidamente el contrabando de la sal, el Gobernador del Departamento, de acuerdo con el Administrador general del monopolio, aumentará dicho Resguardo y lo organizará convenientemente.
