El presente decreto establece las reglas generales para la organización y el funcionamiento del Fondo Nacional para la Defensa de la Libertad Personal, creado por la Ley 282 de 1996 y trasladado al Ministerio de Justicia y del Derecho en virtud de lo dispuesto por el Decreto-ley 1169 de 1999 y el Decreto 1182 de 1999.
