Considéranse oficialmente como productos de primera necesidad los siguientes derivados de los hidrocarburos: gasolina motor, gas licuado del petróleo (GLP), ACPM o diesel para uso automotor, CLD, queroseno, gas natural, aceites y grasas lubricantes, cuyo acaparamiento, especulación, adulteración, tenencia, tráfico o comercio ilícitos quedan comprendidos en las correspondientes figuras tipificadas en la legislación penal vigente.

Decreto 285 de 1986 · por el cual se reglamenta el diseño, construcción y pruebas de las instalaciones de las plantas de abastecimiento y estaciones de servicio, y el envase, manejo, transporte y distribución de hidrocarburos y combustibles líquidos derivados del petróleo en dichas instalaciones.
